Lägg till ett kundanpassat avsnitt med grundläggande inställningar och deras kontroller

Paneler kan ha sektioner, sektioner kan ha inställningar och inställningar kan ha kontroller. Inställningar sparas i databasen medan kontrollerna för vissa inställningar endast används för att visa motsvarande inställning för användaren.

Denna kod skapar en grundläggande section i panel uppifrån. Inuti finns några grundläggande settings med controls bifogas.
