Voeg een aanpasserssectie toe met basisinstellingen en hun bedieningselementen

Panelen kunnen secties hebben, secties kunnen instellingen hebben en instellingen kunnen bedieningselementen hebben. Instellingen worden opgeslagen in de database, terwijl de bedieningselementen voor bepaalde instellingen alleen worden gebruikt om de bijbehorende instelling aan de gebruiker weer te geven.

Deze code wordt een fundamentele section van het panel van bovenaf. Binnen zijn een paar eenvoudige settings met controls bevestigd.
